My understanding of the self link is that it is purely a wiki maintenance issue. Because "Browse categories" is the root category self-inclusion is necessary for removal from Special:Uncategorizedcategories

I don't have an opinion either way of whether this is a problem or not, from what I can see it doesn't affect navigating the wiki via categories so I'm leaving the edit. Along similar lines is the inclusion of the index templates within the categories of the same name (though this was done to deal with uncategorised articles afaik).
